Yes those were/are part of the ED (entertainment district) part of NASED. But based on the numerous interviews I've read and watched, which BTW are widely available for the public to read and watch, with the group in charge of developing the NASED project, the stadium was the priority. It would be built first and used while the ED is built out in the years after. I "think" it's because there's a budget surplus or something "right now" and with that extra money they don't need to depend on the public/private partnership arrangement to help finance the project. that, and maybe it's a way to take UH's eye off of the ball of building their own larger on-campus stadium that would be football's permanent home and that would leave the new stadium without it's top tenant.
this is likely a good thing and only an option now.

At least through next Summer, UH Facilities will need to focus their efforts on finishing up the expansion of the Ching Field Complex.

It's because Ige is indecisive....and beats to own drum....on his own timeline.
In addition to not being timely with making an independent (but not necessarily informed) decision, Ige obviously did not consult with his own cabinet member (DAGS Comptroller Curt Otaguro) in making his decision......after having already delayed issuing his approval of the EIS since 2021.

So now UH is in charge of both Ching Field expansion and Demolition/Creation of the new Aloha Stadium? I just hope this doesn't delay both projects

Right now a new Aloha Stadium is still on the table as well as Ching Field expansion. No matter what Ching Field expansion has to go through now for it to be done by beginning of next season to avoid any issues with the NCAA.
