I hope it passes but with the idea that if the player transfers a second time, he has to sit a year, no matter the reason.

If they ever start paying players, they should pay them an incentive or give them more scholarship cash for every year they stay with the same program.

The Deadline for players to enter the transfer portal to be eligible to play at a new school for the upcoming 2021 season is this coming Thursday (July 1).
Members also adopted deadlines for student-athletes to provide written notification of transfer if they want to compete immediately. The deadlines will be May 1 for fall and winter sport student-athletes and July 1 for spring sport student-athletes, but the Council also granted a blanket waiver for this year only that sets the date for all student-athletes as July 1.

FYI that the deadline for players to enter the transfer portal to be eligible to play at a new school for the upcoming 2022 Fall football season is just three (3) weeks from now.....on May 1st.

These latest NCAA proposed transfer rules definitely seem to be all in favor of the student-athlete and P5 member college institutions (with greater resources including larger recruiting support staff)....but not in favor of G5 member college institutions (with lesser resources including smaller recruiting support staff) like UH.

To summarize, the two (2) biggest takes from these latest NCAA proposed transfer rules (which could be adopted and become effective next month) are:
1. To eliminate the one-time transfer rule for immediate eligibility. Players would be able to transfer every season and be immediately eligible to play.;
2. To limit the transfer portal window to just 60 days within a recruiting cycle (45 days from early-December through mid-January plus 15 more days from May 1st through May 15th).

Developed through the work of the Transformation Committee, the recommendations will go to the Division I Board of Directors next month for adoption.

Additionally, schools that accept four-year transfer students receiving financial aid will be required to provide financial aid to the student-athlete through the completion of the student's five-year period of eligibility or undergraduate graduation, whichever comes first, unless the student transfers again or enters a professional draft. The student would continue to count against roster and financial aid limits unless the student is medically disqualified, exhausts eligibility, transfers or enters a professional draft.

Instead of being open nearly 24/7, the Portal will soon be open for business only 60 days a year.

The NCAA Division I Council endorsed a proposal that would limit the Transfer Portal to two windows: 45 days "beginning the day following the championship selection" and then May 1 to May 15, for a total of 60 days.


For the 2022 season, Championship Saturday is Dec. 3, Selection Sunday is Dec. 4, and so Dec. 5 would become Portal Monday. The Portal would remain open through Jan. 18, and then close until the end of April. In theory, any players entering the Portal on any of the other 305 days in the year would need a waiver to become eligible for the following season.

Of course, the Transformation Committee's thinking, the brain behind this proposal, is that closing the Portal until the Monday after the regular season ends would protect players from themselves, barring them from a rash decision with long-term negative consequences. And that may very well happen. But December and January were already the busiest months on a calendar that was open nearly 24/7.

Those already busy months could become even busier soon.

Muasau, La'ulu, Mardner.......

UH's best players....especially if they still got 2+ years to play will always be at risk to be poached by larger P5 programs.

Not sure that would have happened if we didn't have issues with the previous coach.

The board requested additional consideration of the concepts related to transfer, particularly the concept that would allow for immediate eligibility after more than one transfer. The concept would create an "academic eligibility exception" that requires student-athletes to be academically eligible at both the school they are leaving and the one to which they are going in order to compete immediately after transferring. This would ensure a student-athlete was on track to earn a degree at the former school and is bringing enough credit to the new school to stay on track to graduate on time/within five years.

The transfer package also would implement transfer portal "entry windows," or periods of time in which student-athletes must provide their school with written notification of transfer to be eligible to compete immediately the following academic year.

The Division I SAAC raised concerns about the transfer windows, calling them unnecessarily restrictive and requesting additional study, including the potential addition of a fall window for spring sport student-athletes. Board member Brynn Carlson, who plays volleyball at Missouri, stressed the importance of the academic eligibility exception and financial aid components of the transfer concept.

"SAAC fully supports several aspects of the transfer concept, but we believe that transfer windows unnecessarily restrict student-athletes' freedom of movement," Carlson said. "The current one-time transfer exception for all sports is already a transformational concept that has only been in place for a single academic year. Additionally, student-athletes in sports other than basketball, FBS football, baseball and men's ice hockey have never been subjected to the level of restrictions that are presented by the transfer window concept. We believe that additional time is needed to allow the transfer environment to stabilize without the need for transfer windows."

Under the proposed transfer package, students in a winter or spring sport could provide written notification of transfer the day after NCAA championship selections in that sport for 60 calendar days. In fall sports, two separate windows would provide a total of 60 calendar days. The first window would be 45 days beginning the day following championship selection, and the second would be from May 1 to May 15. Reasonable accommodations will be made for participants in the Football Bowl Subdivision and Football Championship Subdivision championship games.

"We have some questions about the proposed transfer package, and we will take up this topic again on Aug. 31 at our next meeting.
