Those two stipulations were probably specific to JJ in order for matlin to be ok with offering him the job. Likely anyone else that matlin offers the job to won't have those requirements.

Matlin you are a control freak micromanaging moron, you have the chance to get the legends HC June Jones, Rich Miano, Timmy Chang together to teach and lead a new generation of Hawaii Football player/recruits/transfers and your ego is too stubborn to put out a serious offer and continue negotiations with June Jones. I don't know any coach that would put an at will no penalty cause in their contract, period! June doesn't even care about the money for himself, he just wants what any HC usually gets autonomy to pick his own staff and 4-5 years to rebuild a winning program. This is the most ridiculous BS in college football, Matlin you are an embarrassment to Hawaii Football and the State of Hawaii (As noted by many National media outlets reporting they are perplexed by this Matlin debacle!)
