PULLMAN – Washington State will now take only five, not six, scholarship quarterbacks into the 2019 football season.
Redshirt sophomore QB Connor Neville, a former four-star high school prospect, announced Monday WSU had submitted his notification to transfer and entered his name into the NCAA’s transfer portal.
Transfers generally have to sit out one season before being permitted to play at their next school, but Neville, in a tweet announcing his transfer, said he’d be eligible to play immediately because WSU will grant him a “run off waiver.”

A “run off waiver” can be filed if a student-athlete can’t return to their previous institution for reasons out of their control, or “run off” by that institution.

The 6-2, 205-pound Neville was a four-star recruit according to ESPN coming out of Wilsonville High School in Beaverton, Oregon, and listed offers from Boise State and Hawaii. ESPN considered him the third-best recruit in the state of Oregon and the ninth-best dual-threat QB in the country.

Just was wondering:
- Did he have a great time in the Polynesian Bowl
- What June thought of his ability.
- Would either side be interested considering Hawaii was the only school besides WSU & Boise St to offer him
- He is a 3-for-3 guy

Yeah, can't imagine QBs will be flocking here with Cole a junior and Chevan a RS freshman next season.

A Run Off Waiver has nothing to do with a problemed athlete or raising red flags
In September 2012, the NCAA Division I Subcommittee for Legislative Relief adopted guidelines for waivers based on an assertion that the student-athlete was “run off” by their previous institution. The NCAA staff is directed to grant relief in cases where an athlete is ineligible for the one-time transfer exception due to playing a sport which does not have the exception or because it is their second (or more) transfer between four-year schools. The institution filing the waiver on behalf of the student-athlete has to include the following documentation:
1. Documentation demonstrating that the student-athlete would not have had the opportunity to return to the previous institution’s team for reasons outside the control of the student-athlete.
2. A written statement from the applicant institution that the student-athlete is in good academic standing and meets all progress-toward-degree requirements at applicant institution.
3. A written statement from the student-athlete’s previous institution indicating that the previous institution supports the request.

A player can be "run off" for several reasons, most of which aren't good. The most likely reason is that the player's scholarship isn't going to be renewed because he isn't good enough or doesn't fit into the team's plans. Washington was a top ten team last year. They had 6 scholarship quarterbacks. Now, they only need 5. There's definitely a down side in choosing to play for a top ten team. Odell Beckham Jr. just got run out of New York. Why the heck would the Browns want that reject?!!!
I doubt the timing is right but if we have room, I'd take him.

If he signed 2 years ago, he would have been the jewel of the class. He was Tua's backup in the Polynesian Bowl. UH coaches must have liked something about him 2 years ago.
We have a JC transfer who may come in May, who had no D1 offers out of HS, and has 2 to play 2.
Wouldn't you get more excited about a 3-4* guy who left because he was behind a stable of other 3-4* guys and has 3 to play 3.

There were no red flags or suspensions on his part while at WAZZU. Leach is pressured to win and brough in the QB from Eastern Washington.
