It is a numbers game. He could be a good player but they have their eyes on freshmen recruits that will have 5 years to play. If you arethird or fourth you are the man out.

He may be an interesting prospect. I don't know if we have a scholarship for him though. If someone else has to gray shirt then we should keep what we have.

From the Spokane paper:
It’s possible Neville was not granted an opportunity to return to Pullman for his redshirt sophomore season because of WSU’s growing scholarship count at the QB position. By signing three-star high school prospect Gunner Cruz and adding Eastern Washington grad transfer Gage Gubrud, the Cougars would’ve been carrying six scholarship QBs on their roster this fall.

Neville, who redshirted in 2017, didn’t take a rep at WSU last season and was considered to be behind at least four other QBs – Gubrud, redshirt seniors Trey Tinsley and Anthony Gordon, and redshirt freshman Cammon Cooper – on the Cougars’ depth chart.

From cougarcenter.com:
A member of the 2017 recruiting class, Neville had never seen the field in his two seasons at Washington State, redshirting his freshman year and was deep down the depth chart in 2018.

Neville likely found himself in the same position this coming season. We had never really heard Mike Leach mention his name when it came to the quarterback battle with even walk-on John Bledsoe earning praise a time or two without Neville’s name mentioned. With the transfer of Gage Gubrud to WSU, Neville found himself likely buried again this year with heir apparent Cammon Cooper cemented ahead of him.

From 247sports.com:
A former Scout.com 4-star recruit, Neville was sometimes hailed by fans as WSU’s quarterback of the future after he verbally committed to the Cougars in October 2015. But Neville never made a serious run at WSU’s starting job and departs without having seen the field for the Cougars.

He was stuck behind former starters Luke Falk, Tyler Hilinski and Gardner Minshew in 2017 and 2018. Last fall, Leach indicated Cooper was his fourth-string quarterback on the Cougars' depth chart.

NEVILLE CAME TO WSU after putting up gaudy passing numbers at Wilsonville High in Oregon and possessed one of the strongest arms in the Cougars’ quarterback room. He tossed 72 touchdowns against 18 interceptions at Wilsonville and sometimes launched passes that exceeded 50 yards in practices for WSU. Having played in a spread offense at Wilsonville, Neville also had decent foot speed and quickness that enabled him to extend plays in scrimmages for the Cougars.

But Neville struggled with inaccuracy and inconsistency in practices on his mid-range and vertical throws. At times, he had a tendency to try and force throws and drives could stall as a result. Leach said during Alamo Bowl practices in December WSU was a “work in progress” behind Gordon and Tinsley.

Aside from Chevan, this sounds like the offseason and practice report for Hawaii QB's the past 10 years
