NCAA Rule for Tryouts

Per-Stephen Tsai's blog they had a walk on tryout this morning, does anyone know why the NCAA has a rule that prohibits the use of footballs for tryouts?

They sprinted and went through agility drills. NCAA rules, however, restricted the workout from the use of a football.

NCAA stands for "No Clue At All". They can't even make a final decision on the UH men's basketball sanctions for three years, never mind no footballs at a football tryout.
Cats don't have owners. Cats have servants.

yeah, the ncaa is a messed-up "organization". one day, they will lose control of the fbs football programs. i heard of scenario's where the fbs football programs becoming semi-pro teams that are attached to the respective universities. essentially, the football team will be an nfl farm league.
