My understanding is that grayshirts sign scholarship agreements - which binds the school to provide the athletic scholarship upon delayed enrollment, but does not bind the student-athlete. In this instance, it seems that the delayed enrollment is intended to allow him to rehab his knee through the Fall to get back to full strength, and start his 5 years to play 4 eligibility clock in Spring 2017 and have a Spring Practice at 100% under this belt before his first football season. He is grayshirting because of the ACL injury which probably means he signed a scholarship agreement but not a NLI.
