Yep. We're not dumb enough to believe no one was receiving money under the table. When there will be a $5,000 limit, what makes anyone believe there will be no money still going under the table? Shouldn't have any limits on amount of stipends. I believe the P5 will figure this out.

that's the risk, I think. It may be harder to "notice" illegal benefits if they are hidden well within legal ones.
