I am not in favor of demoting or promoting any teams between Division I and Division II in the OIA at this point. This is just about realigning the Division I. With the non-geographic alignment the OIA has now, I think annual realignments between the Red and Blue can really shake things up. I would swap every other team in each conference from their ending standings:

the way it is right now is just fine, kahuku was in a down year when they made this so statistically it all made sense and I agree that every two years is good time to realign. geographically it sucks but oh well.
