Sayno proposed this two years ago. If you wish to merge the leagues, have the "open" ILH teams play the "open" OIA teams on a routine basis.
There should be three championship classifications:

An "OPEN" division (like California) where a school regardless of enrollment size can elect to play. Normally this is reserved for the top-flight competition. (Kahuku, Saint Louis, Punahou, Kamehameha, Leilehua...etc)

A "BIG" division where large enrollment or more than 45 players in two straight seasons play

A "SMALL" division where small enrollment or less than 35 players in two straight seasons play (large enrollment schools would not be able to "cut" more than 10 players who are 10th grade or older to get to 35 players or less, or carry more 10th graders on the JV team than the Varsity if that brought the Varsity total below 35 players)

Of course, this would be more convenient if the Oahu leagues merged, but this can be done even in the current OIA-ILH set-up

For example:

ILH Open: Kamehameha, Punahou, Saint Louis
ILH Big: Iolani, Pac-Five
ILH Small: Damien, Saint Francis

OIA Open: Kahuku, Mililani, Leilehua, Farrington, Waianae
OIA Big: Waipahu, Kapolei, Campbell, Moanalua, McKinley, Castle, Radford, Kaimuki, Aiea, Kailua
OIA Small: Waialua, Roosevelt, Pearl City, Kalani, Kalaheo, Kaiser

For the Open division championship tournament, I'd select (2) ILH, (4) OIA and Baldwin and Kealakehe
Punahou Football: 12-1, 2008 ILH and State Champions! 11-0, 2013 ILH and State Champions, a team for the ages!
