For the real student athletes, let's keep it to paying them with a scholarship or go to school based on playing for a sports club.

They should split from their colleges and create a sports college the has only student athletes attending. This way they can be a pre-semi pro program. No need NCAA. They can pay players what they want. They can play who they want and when they want. The first thing would be to separate from the universities.
